[ChineseGP] New possible IETF work regarding LGR

Dear Wang Wei san, Kenny Huang san, and all,

IETF work regarding LGR.

The scope of this work is to standardize XML schema for LGR (as mentioned).
I think LGR integration algorithm is a related work item to this work.
