[council] EPDP Weekly update

Darcy, per your question, please find attached the high level timeline that was prepared by staff around the start of the EPDP Team deliberations which outlines the tentative dates for the different milestones based on the deadline of 25 May 2019. Rafik may comment further, but the EPDP Team is in the process of finalizing its project plan, factoring in these milestone dates, which will go into further detail with regards to what needs to happen to meet the different milestones which will hopefully make Council management easier.

Best regards,

Marika

Thanks, Rafik. Appreciate the detail in your update. However, as someone who is not a member of the EPDP, this update doesn’t provide the kind of critical information I need to understand whether the EPDP is on track to meeting the EPDP milestones, which is one key item the Council needs to effective manage the policy development process. For example, you mention the progress made on the triage report. I’m aware it’s the first deliverable listed in the Charter, but when is it due? Understanding the deadline, if the work is on track, or why it’s potentially not on track, is important.

Also, do we intend to provide GDPR training to the EPDP members? This was something envisioned in the Charter to ensure everyone was on the same page when it comes to the GDPR. Based on some of what was discussed in this morning’s EPDP meeting, sounds like there’s some confusion about what does or does not satisfy the GDPR.

@Marika, during our last Council call you mentioned there identified milestones, but I don’t think there’s a PDP work plan. Are those milestones beyond what is in the Charter (which is really quite vague from a PDP management perspective)?

Best,
Darcy

Hi Ayden,

Thanks for the comments. As I said, we will add progress status in the report when we get the finalized work plan (which is based on charter requested deliverables) so we can check against it.

As a liaison, I am aware that I am supposed to report any issue or concern or ask the council for guidance. For now, I don't think there is a specific concern. I can understand the frustration that may arise with some discussion during the calls or some topics brought. There were also other things like F2F meeting. However, for the time being, I don't think there is something worrying to be reported. Maybe I am mistaking but I am keeping monitoring the progress closely, same for the deliberations. The report is factual as indeed we finished the surveys, currently reviewing the triage report etc.

of course, as a representative to and member of EPDP team, you may have different perception or reading of the situation.

Best,

Rafik

Thanks, Rafik.

I think we might need two documents, one for the Council, and one for external communication purposes. This document is fine for the latter, but I do not think it is fit for purpose for the Council as manager of this EPDP.

For the Council’s purposes we need a frank assessment of how the EPDP is going. Is it making measurable progress against the Charter that we gave it? Is it wasting time re-litigating battles that were previously fought? Is the Charter proving unsuitable, being undermined by certain stakeholders? These are theoretical questions and there is no implied criticism here of anyone, but I do think for this update to be useful every week we need something a bit more substantive.

As a member of the EPDP, I do not feel like this update is a true and accurate reflection of what the EPDP actually discussed. It might read like how we wish the meetings went, but in reality, a majority of the EPDP’s time was spent on matters not summarised in any of these bullet points.
