[council] Draft GNSO Council comment on CSC charter review

Ayden, Donna, Rafik,

I think I understand why the wording on diversity was carefully chosen, and even the CCWG on accountability WS2 acknowledges commonalities of interests and backgrounds within some stakeholder groups – I don’t think that’s likely to change in the final report, that makes sense. I would personally even hope that the ccSNO and RySG will take into account elements of importance other that those strictly mentioned by the CCWG given the remit of the CSC (such as some background on IDNs).

The other thing is that we should be cautious with the terminology. According to current procedure I think appointment and approval are used for different things: the appointment is made by the RySG (as customer of the naming service) and then approved by the GNSO council.

I would therefore probably prefer to text to stay as it is. If a reference to the CCWG is deemed useful however, I can probably live with something like this

The ccNSO and GNSO Council will consider the overall composition of the proposed CSC in terms of geographic diversity and skill sets” to indicates explicitly the role of the GNSO and ccNSO councils.
We also encourage the appointing organizations to consider the principles and elements of diversity that were identified by the Cross-Community Working Group on Accountability Work Stream 2 Diversity Sub-Group in their appointment process.

Regards,

Philippe

Subject: Re: [council] Draft GNSO Council comment on CSC charter review

Thanks very much Philippe, Donna, and Rafik for drafting this. In the penultimate paragraph, I suggest appending the following sentence in red:
We would recommend for language to be amended for clarity from “they will take into account the overall composition of the proposed CSC in terms of geographic diversity and skill set” to “The ccNSO and GNSO Council will consider the overall composition of the proposed CSC in terms of geographic diversity and skill sets” to indicates explicitly the role of the GNSO and ccNSO councils. We furthermore encourage the respective councils to appoint members in line with the principles and elements of diversity that were identified by the Cross-Community Working Group on Accountability Work Stream 2 Diversity Sub-Group.
Best wishes,
Ayden Férdeline
