I think unaligned observers could be handled in different ways.  One way is certainly to allow them to directly participate in the CWG.  Another way would be to have them participate via existing organizations.  A third way would be some combination of the first two.

I personally lean toward the second approach because I think it simplifies the work of the CWG.  But for that to work, most of the existing SGs, Constituencies, ALAC and ccNSO may have to modify their processes and procedures to include unaligned participants.  What I proposed to the RySG (and it hasn't been accepted yet) is that we modify our procedures for the Stewardship CWG to allow registries or applicants who have not joined as members or observers to participate fully in the stewardship discussions.  Then we would develop our positions with the expanded group participation.

I think the BC could do something along those lines for businesses.  The NCSG could as well for non-profit organizations. As could the ISPs and IPC.  I think the ccNSO already allows non-members to participate so I don't know whether they need to make any adjustments.

We could also enlist help from organizations like ISOC to get input from the non-aligned stakeholders.
