[Cwg-framework-principles] Proposed Final Draft - Final Framework for Cross Community Working Groups

I have not read this version in detail but I did review the changes.  I 
noticed one editorial nit:

Item 3.4.4 is missing a “not objected to” option in Alternative 1.

Other than that this looks good to me.
