[CWG-RFP3] Is there is a more suitable legal jurisdiction for an IANA subsidiary?

I am not Paul but I saw this:

 separate/independent/fire-walled

Whatever that means seem to be inline with your line of thought. So if i
may rephrase to say....it's important to keep IANA within ICANN
but separate/independent/fire-walled(and will add...Movable ;) ).
