[CWG-RFP3] Proposed Redline to Strawman 1

Stephanie,

Thank you for this thorough and thoughtful document.  This will give us all
something to think about, and not merely with regard to Strawman 1.

For purposes of keeping the information on the Strawman Matrix organized
and horizontally comparable, it may make sense for some of your additions
to go on new rows, as they are new elements (or sub-elements).  If you have
any problem creating new rows, let me know and I'll get it done.
