For those following such things, Politico had the following note today:

*SHIMKUS DEFENDS DOTCOM ACT AFTER CRUZ'S HOLD *- Rep. John Shimkus says
Sen. Ted Cruz threatens to undermine Congress' oversight role by placing a
hold on the bipartisan DOTCOM Act. Cruz's hold posed a stark contrast to
the bipartisan agreement that emerged in the past few months around the
bill, which would give Congress 30 days to review any proposal to end the
Commerce Department's oversight of the Internet's domain-name system. Cruz
is concerned that the bill allows the transition to take place if Congress
doesn't do anything within the review window, but Shimkus said Monday that
misses the point.

*"Without congressional action, *the Obama administration is under no
obligation to renew the existing U.S. contract with ICANN or to consult
with Congress at all before relinquishing oversight of the DNS," said
Shimkus, who authored the original version of the bill. "Once a
congressional review period is required by law through the DOTCOM Act,
additional legislation action can be taken based upon the details of
ICANN's proposal, NTIA's certification, and the ongoing GAO investigation.
Holding up this broadly supported legislation now only undermines
Congress's role in the process." The measure looked nearly certain to pass
after House Democrats and Republicans negotiated a version of the bill they
both support and approved it 378-25 in the lower chamber. We're tracking.
