[DTA - SLE] SLE Document with clarifying background info.

Dear All,

As IANA staff are preparing a portfolio of current work-flow documents, it would
be prudent that we wait until we have those documents for review by this Design
Team.

In the next few days the draft proposal is going to be released for public
comments and it has been suggested we submit an update of where we are to inform
the community of work of the Design Team and the Service Level Expectation document.

Please review the attached as a possible document for the work of the Service
Level Expectation Design Team.
