[DTA - SLE] Draft IANA update work flow diagram.......

Dear all

As a means to assist better understand the work flow of the IANA update process,
I attach a Flow Diagram which in a stripped down manner describes the current
practices.

I have asked ICANN/IANA to review and confirm that this correctly captures the
essence of the work-flow process, so we have an accurate foundation for our work.
