[DTC CSC] Revised CSC Charter

Hi All

Thanks for the comments and feedback. As a result I've added quite a bit and think it looks in better shape. I have made what appear to be a number of arbitrary decisions, but I'd welcome feedback from all of you.

You'll also note that following on some on Martin's suggestions, I've made the ccNSO and the GNSO primary decision makers when it comes to any changes to the CSC. I think this is reasonable given we don't know if an MRT will exist. I also forwarded the Sidley document to our list earlier today as there were some references to the CSC contained in the document. However, because we don't know which way the wind will end up blowing, I think a reasonable default is the ccNSO and GNSO. I'd be interested to hear from Stephanie and Sarah whether you think it should be the ccNSO and the RySG, but my sense is the GNSO would get us out of that circular 'multi-stakeholder' debate.

I've attached a marked-up version and a clean version.

I hope we can discuss this during our call tomorrow-which is only an hour (Brenda has just sent out details).

We'll also need to revisit our recommendations document and ensure that what we agree to include in the Charter is consistent with the recommendations document.
