Hi Donna,

I've looked at this quickly on flight (sorry to anyone I've crossed with!) and most of it looks pretty good.  I've a few corrections (in particular using IANA functions operator as terminology, not IANA!) but I've got some questions and remarks marked up as comments.

Hi All

I've done some work on the document and wanted to share where I am at as I will likely not be able to return to this effort until tomorrow, so any input/feed would be welcome.

Attached are two docs: v03 is a marked-up version of Stephanie's updates as a result of the call yesterday; and v04 is a clean version. (Thanks Stephanie for capturing edits yesterday).

I've introduced a couple of new ideas:

*        There should be a 'handover' from NTIA to the CSC that involves IANA

*        A Charter for the CSC should be developed by the direct customers (I have not scoped what a Charter should include, but if someone wants to have a go, please do).

*        The CSC will develop its own working methods and elect a Chair

On d) which called for a description of how reporting requirements will be reviewed, I left out the suggested text from Stephanie. The reason for doing so is that I don't see any value in being prescriptive at this time and I don't envisage any significant changes being made within the first 12 months of transition. If people disagree we can easily include Stephanie's text, although I'm not necessarily in favour of introducing information as it relates to a next round of TLDs in this document.

I have not addressed f) and h)

And I believe we still have some negotiating to do on Composition. I have made some changes based on what I think I heard yesterday but all I'm really wedded to is keeping this small. However, I would say, that I believe the initial establishment of the CSC will not be an insignificant task, so the flexibility to add expertise would be valuable in the early stages.

I also wonder if there would be value in assigning a timeline to the activities.  For example, how long would it take to develop the charter, select a CSC, conduct a 'handover' and officially stand up the CSC? I think some best guestimates could be valuable.

I'm not googley enough to put the clean version on google docs, but I'm not opposed to someone else doing this to progress the document.

Kim: Your feedback would be welcome on anything that looks out of place, wrong or a good idea from your perspective.
Bernie and Bart: would welcome your thoughts on whether you think the document is headed in the right direction.

Sugggest we start with the Google docs ( as underlying document) and then move to Donna's paper.

Attached is a document I've put together which is intended to reflect what we captured in our first attempt at responding to the questions posed in the scoping document. I've attempted to address the issues of overlap and duplication that resulted from that exercise.

I want to combine c) and d), but I haven't worked out how best to do that and would welcome input tomorrow.

There are some gaps in the table intended to reflect current contract requirement and what that would be post transition. I think it will be important for us to understand the work of the Design Team on SLAs/SLEs to understand where they fit, if at all, under the contractual requirements. It's not clear to me just at this point, but as the CSC will be responsible for reviewing and monitoring reports this will be important to understand.

I think much of Staffan's new additions had been incorporated to a large extent in the work that we had already covered, but I will wait until we hear from Staffan tomorrow to confirm this.

Given composition of the CSC will likely be the most contentious, I would like to have another discussion about this tomorrow.

I've also attached the document Chris Disspain sent to the CWG list yesterday. I have not taken this into account in considering the document I have put together, but I think there would be some value to go through that tomorrow and see if there is anything we would want to include.
