Hi All

I sent Ashley Heineman a copy of our draft and specifically asked for feedback on the notion of a 'hand-over' from NTIA to the CSC with regard to the monitoring of the performance of IANA. 

Ashley's response is below and we will need to reconsider the language as a result.

Hello again Donna.  Thanks for the opportunity to review the report.  With respect to the text pertaining to a "hand off," we do have some concerns with that... largely as it could be misinterpreted as if NTIA actually has something to give up (ex: government property), which we do not.  Perhaps an alternative to the text is something along the lines of a "transition of responsibilities" and this would be "as needed."  It might be worthwhile for your group to also consider in more detail what such an event would entail as it isn't exactly clear to us what that would be (FWIW).   Also, in item #1 of the overview I note that it says "The CSC should be established to perform those activities currently undertaken by the NTIA in overseeing the performance of the IANA functions as they relate to naming services. (A) "    NTIA doesn't actually oversee things in a traditional sense.  If this is intended to refer to the current contractual requirements, the report even states that not all of them should necessarily convey post transition.  Perhaps your group could further discuss or identify specifically what NTIA roles would need to be transitioned and then go from there.
