[DTM Escalation] Further information re. IANA's current escalation process

Am I correct that they only part of the NTIA document that relates to escalation are the first three pages: pp. 166-168?  But it seems to be outdated.

The current IANA escalation process is considerably simpler but much less specific: http://www.iana.org/help/escalation-procedure .  It really only lists one step, send an e-mail to escalation at iana.org<mailto:escalation at iana.org>, and then it provides some escalation contact information with one contact for the naming functions,  Liaison for Root Zone Management, Kim Davies.  In addition it shows Elise Gerich (IANA Functions Program Manager) and Fadi Chehadé (CEO) and Chris LaHatte (Ombudsman) as an alternate source.


There doesn't appear to be any link from the IANA home page, ianna.org, to the escalation procedures  so one would have to know the URL.  The same is true for the emergency escalation process.  Is it intentional to make these pages hard to find, i.e., to minimize frivolous complaints?

For your information, I received some additional information from IANA colleagues in relation to the current escalation process:

The IANA Department does have the escalation process that you can share http://www.ntia.doc.gov/files/ntia/publications/icann_volume_i_elecsub_part_2_of_3_redacted.pdf, and in it, it describes the levels of escalation customers (direct or indirect) can go to satisfy they issues. Another good source to share is the ICANN bylaws, Article IV, Section 2. It addresses how a complainant can ask for reconsideration of any decision taken by ICANN.
