Thanks very much, Ariel, for providing these (as yet draft) guidelines and
the timeline. The GNSO DT is winding up its work in the next 12 days to be
in a position to provide you with the complete set of Guidelines and
Templates for carrying out EC Responsibilities. The timing of the ccNSO's
action is a tiny bit unfortunate (I would have loved to have our full slate
of Guidelines and Templates approved by Council beforehand), but as it's
quite an uncontroversial amendment to the Bylaws, I personally don't think
we're faced with a real panic here. As the DT won't be able to send you the
final version of this guideline until Monday 14th October (it will receive
a final review next week by a DT member for completeness' sake, and ICANN
Legal is also reviewing for any issues) we thought it best to communicate
the pre-final version to you to help Council prepare.

All going to plan, you will be able to put on the October agenda the DT's
full package of Guidelines and Templates (notably missing one thing, the
Joint Consultation Guidelines, still in progress with ccNSO and to be
finalised prior to ICANN66, as per my earlier email on this topic). The
full package is lengthy and complex, so that suggests there are two
possible paths - you might wish to put the item as a discussion item in
October, then vote in November (at which point you could also vote on the
ccNSO Joint Consultation Guidelines) and have the benefit of between now
and ICANN66 for all those who want to do a deep dive into the docs.
Alternatively, you could go straight to voting item in October, and then
vote solely on the ccNSO Joint Consultation Guideline in November in
Montreal. Both are do-able, it's really Council's prerogative/workload at
present.

Regardless of the path you choose, DT members (I and others) will be very
happy to attend the relevant Council meetings to explain or answer any
questions.

I'm also very happy to talk you through anything or help in any way in
preparation for the Community Forum scheduled in Montreal.
