Aso thia WG assumes the recommendation will be adopted and we are dealing
with UDRP conflict related issues only?

Where is the WG issue relative to the IGO issue as a whole.  Working from a
presumption not only begs the question but will be used to sustain the
original presumption (that NGOs should bne protected).
