Dear Anne,

Thank you very much concerning the meetings.  We'll see if December 10 works for Rudi and thank you for the reminder about the call for members.  I can take care of that message if you like.

With respect to the SCI Chair, I've included below the relevant procedures from the Charter, which notes that a call for volunteers should go out in December.  I had planned to send that out.  Here is the text:

"In December of each year, the SCI will ask for volunteers from its primary members to serve as Chair and Vice Chair.  If the current Chair or Vice Chair is not term limited, wishes to continue for a second year, and there are no other volunteers, no election will be held.  If there is more than one volunteer for either position, the following procedure will be followed:

1. If there are only two candidates for Chair and no candidates for Vice Chair, the GNSO Secretariat will conduct an election via e-mail ballot and tally the results after one week. The losing candidate will have the option of accepting the position of Vice Chair.  If he or she elects not to accept this position, the SCI will ask for volunteers for Vice Chair; or

 2. If there are more than two candidates for the Chair or one or more candidates for Vice Chair, the GNSO Secretariat will conduct an election for each position via e-mail ballot and tally the results after one week.  In the event no one candidate receives a clear majority, the GNSO Secretariat will conduct an election between the two candidates receiving the most votes via email ballot and tally the results after one week."

Hi Anne,

I was just getting ready to send a note on this to the SCI.  There is a request template and Mary assisted Wolf-Ulrich Knoben in completing it for this request.  I've attached it.  I'll also send it with my message to the SCI.

In addition, our regular schedule of meetings was Thursdays at 1800 UTC/1300 EST.  Perhaps you and Rudi might look at your schedules for December as to whether it would work for you to have meetings on the 10th and/or the 17th?  I am not offering next Thursday as it is the Thanksgiving holiday and on 03 December all ICANN Policy Development staff (which includes Mary, Marika, me, and the GNSO Secretariat) will be in the Policy Team Strategic Meetings in LA so we won't be available to support a call.  I also am avoiding 24 December as that is the day before Christmas and SCI members may be traveling.

We'll be happy to work with you to set up meetings.

Item 5: VOTE ON MOTION - New Referral Request to the Standing Committee for GNSO Improvements Implementation (10 minutes)
The GNSO Council identified a number of procedural issues during the most recent round of elections for the GNSO Chair. These arise mainly from the fact that the GNSO Operating Procedures do not currently contain express provisions for an election timetable and a method for prescribing the specific terms to be served by the Chair and Vice-Chairs. The Procedures also do not seem to permit new incoming Council members to stand for the Chair position. Here the Council will discuss and vote on whether to refer these matters to the GNSO's Standing Committee for GNSO Improvements Implementation (SCI), and the scope of such a referral request<http://tinyurl.com/peqmrqd>.

  1.  The GNSO Operating Procedures in Chapter 2.2 describe the process of elections of the GNSO Chair and the GNSO Vice-Chairs (http://gnso.icann.org/en/council/op-procedures-24jun15-en.pdf);
  2.  Following the result of the initial election round at ICANN54 in Dublin, the GNSO Council agreed on a time table for the next round for the election of the GNSO Chair 2015-2016 (http://gnso.icann.org/en/elections/proposed-council-chair-03sep15-en.pdf);
  3.  During the ICANN 54 meeting in Dublin questions were raised with regards to the election process for the GNSO Chair and Vice-Chairs, including the candidate nomination process with particular reference to the preparedness of newly-elected Council members to vote, the eligibility of newly elected Councilors to run for the GNSO Chair position, the need for the GNSO Council to specifically determine the term of the Chair and Vice-Chairs in accordance with the ICANN Bylaws, and to the overall timing of the Chair election.

The GNSO Council requests the Standing Committee on Improvements Implementation (SCI)
?    To review Sections 2.2(b), (f) and (g) of the GNSO Operating Procedures with respect to clarifying: (i) the eligibility of incoming Council members to run for the position of GNSO Chair; (ii) the start and end dates and the duration of the Chair and Vice-Chair terms in accordance with the ICANN Bylaws; and (iii) the timing of publication of the election results; and
?    To recommend a general time table for election of the GNSO Council Chair to be approved by the GNSO Council and added to the GNSO Operating Procedures.
