Hi Avri,

As one of the objectives of the group is to 'identify subjects for future
issue reports', it was suggested that it might be helpful to collect as
much information as possible about each subject to assist the group in
this process and allow it to make a determination whether an issue should
be addressed via policy development or whether there are other means to
address it (or whether additional research / data would need to be
gathered before staring policy development) and make recommendations
accordingly to the GNSO Council. As such, staff developed the template
that Steve circulated. However, if you and others are of the view that
this is not helpful or that other or additional questions should be
included, please let the list know. We are just trying to figure out a way
to get from a long list of issues that in certain cases are described by
not more than two or three words (and in many cases sound more like
solutions than actual issues) to a detailed overview of the issues,
including supporting data / information as well as recommendations to the
GNSO Council to how these should / can be addressed.
