[Gnso-newgtld-wg-wt2] WT2 Meeting Time Rotation Consideration

Hello Michael,

I welcome your proposal to rotate meetings -- it would fair and useful
practice, considering that I (or some of us) frequently miss out on 20:00
UTC calls on account of that being an awkward time.
