Dear all

Please consider, note and record my comments on „languages“ and why „official“ is not enough.
Besides that I take issue with any assertion as in the notes below that the group may have taken any decision on having any specific option „as a basis for discussions“.
For such thing to be decided it would have needed to be subject a transparent discussion, i.e. been explicitly on the agenda etc. - sth I cannot confirm from looking into prior calls.
As regards yesterday’s call I made my points well before the call - which btw were shared by many stakeholders in the public comment.

Thanks and regards

Jorge

Dear Work Track 5 members,

Please see below the action items and notes from the Work Track 5 meeting on 12 June 2019. These high-level notes are designed to help WT5 members navigate through the content of the call and are not a substitute for the recording, transcript, or the chat, which will be posted on the wiki at: https://community.icann.org/display/NGSPP/2019-06-12+New+gTLD+Subsequent+Procedures+PDP+Work+Track+5.

Kind regards,

Julie

Julie Hedlund, Policy Director

Notes and Action Items:

Actions:

ACTION ITEM 1: Staff will post reference documents in a central location on the wiki.
ACTION ITEM 2: The "UNESCO region" URL in the 2012 applicant guidebook http://www.unesco.org/new/en/unesco/worldwide/ is no longer live - so an updated URL needs to found. the M49 area URL in the 2012 AGB http://unstats.un.org/unsd/methods/m49/m49regin.htm redirects to https://unstats.un.org/unsd/methodology/m49/ so perhaps this URL should be used instead

Notes:

1. Updates to Statements of Interest (SOI): No updates.

2. Summary Document Review:

a. Capital city names, Sub-national place names (county, province, or state, listed in the ISO 3166-2 standard), UNESCO or M49 Area (Recommendations 10, 12, 13)

Capital City Names:
-- NCSG comments -- may pick up again later when discussing new ideas.

Subnational Place Names:
-- Cannot prioritize or alter the text of comments and the summary document is just a summary.

UNESCO or M49 Area:

b. Languages: At our last meeting we reviewed the comments relating to the language requirement for geographic terms: "An application for any string that is a representation, in any language, of the capital city name of any country or territory listed in the ISO 3166-1 standard". There was general acceptance and no objections towards refining the language requirements to reflect more relevance and practical applicability. At this stage, the group considered the following option to be a suitable base for further discussion:
i.The official language of the country/territory/capital city.
ii.Translations of the country/territory/capital city in UN languages.

Discussion/Proposals:
-- Add transliterations into ASCII and conversions into DNS labels. Possible problem: If you transliterate from a different character set it generally cannot work as there is not standard for transliteration.
-- Suggest limiting the number of languages and noting that in some countries there will be more than one official language.
-- Also, should include local DNS version.
-- Have a principle on what we think would be a useful scope. Look also to experts and how INGOs have been handled (Red Cross and IOC names).

c. Geographic Terms That Require Letters of Support/Non-Objection Dependent Upon Intended Usage (Recommendation 11)

-- Currently in AGB there is a provision for intended use.
-- Proposal for balancing competing interests.
-- A string is just a term that can have many meanings. Just because it may have a geographical meaning does not make it always the geographical term.
-- Comments about a lack of rationale for protections.
-- Names could have multiple legitimate uses and meanings.
ACTION: Share on the list any comments as to whether WT5 members thing there is a need to adjust the preliminary recommendation.
