[Gnso-newgtld-wg-wt5] Reminder: Deadline Monday - Consensus call - WT5 Final Report to the Full Working Group

In my personal capacity, I support the WT5 report, but like others it is with some regret. I had hoped we would be able to roll back some of the anti-speech, special geo rights overreach found in the 2012 AGB. But as some have noted, there didn’t seem to be any particular appetite for compromise, only a desire for more and more restrictions on speech. We can all take some comfort that our inability to move the knob back towards free speech, as I had hoped, or even further away from free speech, as others had hoped, may well indicate that we and our colleagues who were engaged on this topic back in 2012 reached a lasting compromise, however unhappy it might make all of us.

Best,
Paul McGrady

Although there are certainly areas where we would have liked to have seen additional progress, we support. We appreciate the efforts of the co-chairs and members of the Work Track.

Best regards,

Griffin

Subject: [Gnso-newgtld-wg-wt5] Consensus call - WT5 Final Report to the Full Working Group - Deadline 28 October

Sent on behalf of the Work Track 5 Co-Leaders

Dear Work Track 5 members,

Thank you for taking the time to review the Work Track 5 Final Report to the Full Working Group. The final deadline for providing comments on the document has now passed. As no additional comments were submitted since the last version was sent to the list, we will proceed with a consensus call on the attached text, which is the same as the version sent on 18 October with minor formatting adjustments.

The Co-Leaders believe that there is support from the Work Track to move forward with this report as written. To ensure that all voices are heard, the Co-Leaders invite Work Track 5 to respond to this email stating whether they support or do not support the WT5 Final Report to the Full WG as it is written. A simple “support” or “not support” is sufficient. The deadline for responses is Monday 28 October.

Once the deadline for responses has passed, the Co-Leaders will proceed to make an evaluation of the level of support (see details on attached slides and in the GNSO Operating Procedures) and send this designation to the mailing list. Please keep in mind that a consensus call process is not a formal voting process. After the group has discussed the estimation of designation, Co-Leaders will reevaluate and publish an updated evaluation, if applicable. These steps may be repeated until the Co-Leaders provide a designation of the level of support that is accepted by the group.

For additional information about the consensus call process, please see the attached slides excerpted from the deck used during our 16 October call. More detailed information about the consensus call process is available in the GNSO Operating Procedures (see section 3.6 Standard Process for Making Decisions on page 53): https://gnso.icann.org/sites/default/files/file/field-file-attach/op-procedures-18jun18-en.pdf [gnso.icann.org] [gnso.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_sites_default_files_file_field-2Dfile-2Dattach_op-2Dprocedures-2D18jun18-2Den.pdf-25C2-25A0-255bgnso.icann.org-255d&d=DwMGaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=mBQzlSaM6eYCHFBU-v48zs-QSrjHB0aWmHuE4X4drzI&m=9BJXM_82g_oZj9l_JWSmoowb2DhFDFOjILuxgguOY-Q&s=GDv34p86JW5gA1aNp6zFEAvWEDVXFMdZklz0CE8UfSs&e=>.

Please note that there will be an opportunity to submit a statement of “minority views” once the full WG completes its Final Report. Please see the attached for additional information.

If you have questions about the consensus call process, please send them to the mailing list.
