[gnso-rds-pdp-purpose] Purpose Team Checklist - 5 April

I say again, I find it neither useful or edifying to go over, ad nauseam,
purposes.  Enough good minds have traveled that road.  Let's cut to the
chase and move this along.

Look, it is arguable that 'purpose' was never defined in as many letters in
context. But as an alternative, we can derive a decent meaning from the
exhaustively documented use cases.  To everything "there is a season, and a
time to every purpose under the heaven" it goes; the believers among us
will know the origin.

We have the support of truly able staff capable of triangulating and
developing a comprehensive listing for proffer.  And those of us given to
pernickety can cavil/suggest additions/emendations, as appropriate.  I
would suggest we spend time looking at the limitations, as could be
construed from all these use cases we can find and develop a principle to
address that.
