It was "outlawed" by policy a few years ago, and (more effectively IMHO) made ineffective financially by limitations from Registries on refunds against domain registrations.

The practice of "trawling" whois lookups and availability checks and the registering them for resale by some Registrars (and Registries) still takes place, but even that is far less prevalent now than 5 years ago
