Andrew I think I see this from the same lens ! user stories would be a situational description of what is the need and why and how to fulfil that need and make changes in the current system or state how the current system takes care of it.

For what it's worth, I like to do these as user stories. So, "as a registrant, I want to…" and so on. It makes the use case concrete.

In order to make it easier to process use cases I’d recommend you break them out as specifically as possible.
So defamation would be quite different to identity theft.
