I may be wrong, but if everyone turned off whois tomorrow, domain names 
would still continue to resolve. The DNS works just fine without whois. 
It may be useful to help fix some issues, but how many domain names are 
we talking about here? 1% of all registered domains? 0.1%? 0.0000001%?
