[gnso-rds-pdp-wg] Reputation systems are not just nice to have (was Re: What we want redux)

Could DNS work without whois? Yes. Hell DNS could work without registries and registrars ( like tor hidden services ). For that matter, the internet can work without DNS. 

But the purpose of ICANN and this system is not just mere conveyance of authority over a domain.
