[gnso-rds-pdp-wg] NTIA letter to ICANN re whois

Whats new is that NTIA is pushing back on whois and at the same time the Secretary of DHS is doing the same. 

The compromise here is that we make whois data optin for non-commercial consumers. The alternative is to get rolled by the Trump Administration. 

The choice is yours.
