which attempted to classify domain name registrations based on analysis of (among other things) registrant type and potentially commercial use. Data is now old but methodology and challenges encountered still relevant.

You may also wish to look at the EWG report section on data elements, which addressed both registrant type (recommended by the EWG) and commercial use (not recommended, see rationale given in report). 

This PDP WG discussed the former last summer, without reaching agreement - refer to September 5&12, 2017 call pages for recordings and transcripts.
