[Gnso-rpm-providers] Time Zone Rotation - 23:00 UTC?

I think my 2 APAC colleagues would appreciate a rotation to include a more
APAC-friendly time, as would I.

Having said that and speaking for myself, I don't anticipate that many
calls to get through this subteam's work so I'm happy to try to join the
calls at whatever time they are scheduled.

I had a similar experience being on the Trademark Claims subteam where I
found the mailing list to be a useful alternative channel to provide input.
The Rules-Procedure-Supplementary Rules comparison table would be another
constructive avenue for input once that's ready.

Thanks,

Justine Chew
