[Gnso-rpm-tmch] Request for TMCH data reports

A belated and big thank you to Kurt for drafting the letter to the TMCH 
below. My only change would be to revise it to come from all 3 
Co-Chairs. Otherwise, it is perfect. Tx you, Kurt!
