[gnso-rpm-wg] Proposed new time for 4th rotational Working Group call

Currently, many areas are on Daylight Savings Time. Thus, while 12:00
UTC is currently 8 am Eastern time (NYC, Toronto, Washington DC,
etc.), it would become 7 am Eastern time when the switch to Standard
Time takes place (since Eastern time would become UTC-5), which might
inconvenience the bulk of the participants by too much.

Thus, I would suggest that we use 8 am local time in NYC (Eastern
time) as the base (rather than 12:00 UTC), so when the time switches
between Daylight Savings Time and Standard Time, the APAC-friendly
call would still take place at 8 am Eastern time. Since many other
countries also switch to Daylight Savings Time at approximately the
same time, their local time for the call would be unchanged by making
this minor adjustment (there are some places that stay on standard
time all year, though).
