[Gnso-ssc] Notes and Action Items - SSC meeting - 16 February 2018

Please see below the action items and discussion notes from our meeting today.  These high-level notes are designed to help WG members navigate through the content of the call and are not meant to be a substitute for the recording or transcript, which are posted on the wiki at: https://community.icann.org/x/0xS8B.

ACTION ITEMS:

Action Item 1: Staff will circulate an amended motion with Rao Naveed Bin Rais named as the recommended candidate as well as proposed language indicating that the SSC recommends Scott McCormick for any future vacancies on the SSR-RT for a GNSO representative.

Action Item 2: Staff will research how NomCom operates in terms of privacy of deliberations and share on the mailing list.

Action Item 3: In the section of the SSC charter “Membership Criteria” change “If an SSC member is a candidate for a position for which the SSC is expected to carry out the selection process, the member in question will recuse him/herself from the deliberations and decision-making process concerning that specific position” to “If an SSC member is a candidate for a position for which the SSC is expected to carry out the selection process, the member in question will recuse him/herself from the procedures for deliberations and decision-making process concerning that specific position.”

Action Item 4: Staff will request additional input on the mailing list for the following items:

  *   Under Review Team Appointment Principles, proposed text for bullet 8 reads “The SSC shall communicate to the GNSO Council the selected candidate(s), including proposed ranking where applicable. The SSC shall notify candidates of its recommendations to the GNSO Council at the same time that it notifies the GNSO Council of its recommendations, making clear that the recommendations are subject to GNSO Council consideration. The level of consensus reached by the SSC on the selected candidates will also be communicated as well as any minority views, should these exist.” Is it appropriate to keep the text “as well as any minority views, should these exist” given that the SSC operates by full consensus? Should this text be clarified to state that the SSC should communicate minority views if consensus is not possible to reach?
  *   Does the SSC want to notify candidates from the current selection process of the SSC’s recommendations at the same time that it notifies the GNSO Council of its recommendations? Or does the SSC want to defer this practice until future selection processes?

NOTES:

- No SOI Updates



2. SSR2-RT candidate selection

- Review of poll results.

- Two members indicated that they would switch their votes to the candidate supported by the majority of members. As a result, the group appears to have consensus in support of the lead candidate, Rao Naveed Bin Rais. Members noted that the Scott McCormick is also a strong candidate for this position.

- It is not yet clear if additional selection processes will take place to choose additional GNSO representatives to the SSR2-RT.

- Members supported the proposal to indicate in the motion that if another slot becomes available for a GNSO representative on the SSR2-RT, the SSC would recommend Scott McCormick for this position.



3. Proposed revisions to SSC Charter

- SSC reviewed current language on the charter section “Transparency” and went over the outstanding question of whether the SSC wants to recommend, as standard SSC practice, delaying publication of email archives, call recordings, and other records of deliberations until the selection process is complete.

- One member stated that she originally supported keeping materials confidential until a decision is made, but now thinks this may be too complicated and possibly not necessary.

- Another member suggested that SSC materials should include disclaimers that SSC recommendations are preliminary and the results are not final until the Council confirms the selection.

Lori: We are talking about individuals and qualifications and if could find a way to keep things closed until the recommendation I would support it.

Lori: Yes, but real time could be more consequential.

Renata Aquino Ribeiro: yes could be a good idea to observe nomcom

Maxim Alzoba: my personal opinion that NomCom is too much secrecy

- Clarification of Maxim's chat comment: the privacy practices used by the NomCom may be too much secrecy for the SSC, given that it has a different function and position compared to the NomCom.
- Several members supported researching how the NomCom operates in terms of information confidentiality to see if this is a possible model for the SSC.

- The SSC can further discuss on-list how to proceed once it has received input from the NomCom.

-SSC reviewed proposed edits in the text of the revised charter. Several issues (see action items) will be discussed further on the mailing list.
