[ICANN-CSC] IANA Naming Function Escalation Report

Attached for your review is an escalation report concerning a request for the .PK (Pakistan) top-level domain. We are submitting this escalation report to you because the manager of .PK sent a complaint about this request to a PTI Board member and later to the PTI President.  Details are described in the attached report.
