[ICANN-CSC] Preparation of CSC session 12 March 2023

Dear all,
In preparation of the upcoming CSC session in Cancun included the link to Remedial Action Procedure document and included as PDF (https://www.icann.org/en/system/files/files/csc-remedial-action-procedures-19feb19-en.pdf). The document is the background material for the Table Top Exercise.

The agenda for the meeting will follow shortly. As you will recall one of the topics is the election of the chair and vice-chair of the CSC. For your reference I have included the relevant sections from the CSC internal Procedure (https://www.icann.org/en/system/files/files/csc-appointment-procedure-04nov19-en.pdf).
Base on the procedure (self-)nomination will open during the meeting.

Chair and Vice Chair Election.

Election of the Chair

The Chair election precedes the Vice-chairs election. The part of the in-person meeting during which the Chair of the CSC will be elected shall be chaired by a person (member or liaison) who will not be a candidate as chair.

  *   A candidate should be nominated or self-nominate and seconded. If nominated by someone else the candidate has to accept her/his nomination.
  *   If only one candidate stands, the members of the CSC will take a public vote to appoint the candidate.
  *   If two or more candidates have accepted nomination, the members of the CSC will elect the Chair by a secret ballot. The candidate receiving most votes will be elected. In the event candidates receive equal number of votes, there will be a run-off election between these candidates.

Election of the Vice-chair

After the Chair has been elected, the Vice-Chair will be elected using a similar procedure as chair election, and ensuring that a potential candidate does not chair this part of the meeting.

  *   A candidate should be nominated or self-nominate and seconded. If nominated by someone else the candidate has to accept her/his nomination.
  *   If only one candidate stands, the members of the CSC will take a public vote to appoint the candidate.
  *   If two or more candidates have accepted nomination, the members of the CSC will elect the Vice -Chair by a secret ballot. The candidate receiving most votes will be elected. In the event candidates receive equal number of votes, there will be a run-off election between these candidates.
