The is the same version circulated by Dennis, but with the following cleaning and updates:


1. It was suggested that the new recommendation on non-conforming labels needed to be moved from the current section.  As the group has now finalized its wording, it has been moved to its own separate Section 2.10 and added as (for now) recommendation 13.  This section change still needs to be reviewed and finalized.


2. Deleted comments on Harmonization of Variant Rules section, which were discussed in the previous call.

Update recommendation on Harmonization of variant rules by (i) changing "will" to "must", etc. according to RFC 2119, and (ii) updating it to note how registries could use the existing work by ICANN community to implement these guidelines, by referring to root zone LGR and other relevant work.
