[IOT] IRP-IOT Sub-Groups - volunteers and opportunities to volunteer

Hi all
We have currently opted to create 4 sub-groups with the following members as of the writing of this note:

*        Consolidation:

  *   Kristina Rosette
  *   Scott Austin

  *   Liz Le - ICANN Legal
  *   Susan Payne
  *   David McAuley (tentative)

*        Arbitrators:

  *   Flip Petillion
  *   David McAuley
  *   (TBD) - ICANN Legal

*        IRP Initiation:

  *   Mike Rodenbaugh
  *   Malcolm Hutty
  *   Scott Austin
  *   (TBD) - ICANN Legal

*        ICANN Failure to respond to an IRP (Failure to Respond):

  *   David McAuley
  *   (TBD) - ICANN Legal
If you have volunteered for a group and been missed, please get in touch with me and Bernard.
There are still opportunities for anyone to join these efforts - none of these subgroups are so large that they wouldn't benefit from more participants.  Please consider joining to help share the load. Again, please let me and Bernard know.
We have agreed to begin with the Consolidation and IRP Initiation groups so as not to overload everyone - the other two subteams will follow.  Consolidation and Initiation will meet on the week the plenary is not meeting, as follows for the first meeting:

*        Tuesday November 2nd 17:00 UTC- IOT Plenary

*        Tuesday November 9 17:00 UTC to 18:00 UTC Consolidation

*        Tuesday November 9 19:00 UTC to 20:00 UTC IRP Initiation
