Thank you for your thoughtful work Malcolm.  It's particularly helpful to have the pros and cons of tolling set out so clearly.  We will take some time on today's call to review this and receive any initial feedback, and in deference to those who may not be on the call, or who join but have been unable to consider this in detail in the time available, I will also ask for further comments on the email list over the next week.

Last time we met I offered to write up a possible alternative to tolling time while an RFR (or other process) was underway, based on the suggestion raised in that meeting.

Please find attached a slide-deck describing  the issues, suggesting such an alternative, and analysing the conditions when this might and might not form a suitable alternative to tolling.
