Thanks Susan for this helpful list.

Re item 3, we should not only look at the IRP administrative fee charged by
ICDR, but also other administrative costs such as copying and shipping of
documents to panelists.  In my view, that is a cost of administering the
IRP that ICANN is bound to pay and ICDR is in best position to implement.
It should not be a cost forced on claimants, which can easily exceed $1000
in a case.

I think there was a discussion already on translation costs which may be
pertinent.
