[Neobrahmigp] Public Comment Package for Devanagari, Gujarati, Gurmukhi

Dear All,

Please find attached, final files modified as per all the below 
suggestions for Devanagari and Gujarati LGR.

I have accepted the rule mapping for Vowel+Nukta with Vowel rule from 
other side as well. However, that is a redundant rule which will never 
come in play as the label on which it will get applied will be invalid 
as per the WLE. However, for the sake of formal transitivity, the same 
has been accepted and changed.
