Please find attached, final files modified as per all the below suggestions for Devanagari and Gujarati LGR .
I have accepted the rule mapping for Vowel+Nukta with Vowel rule from other side as well. However, that is a redundant rule which will never come in play as the label on which it will get applied will be invalid as per the WLE. However, for the sake of formal transitivity, the same has been accepted and changed.

Devanagari Showstoppers:
1) variant context definition is missing for the "reverse mappings", that is V+Nukta -> V
these need to be added, otherwise the mappings are not formally symmetric (4 instances)

A variant is defined by both mapping and context. Therefore a reverse mapping without a context is not a symmetric variant of a forward mapping with context .
2) 093A does not display in one of the tables (p38), even in the PDF.      This may be due to selecting a font that does not support that code point.      (GP is asked to fix the document so that 093A shows in the PDF on p38) .

 Minor Editorial (Devanagari):
The line spacing in new section 6.1.1. is unusually wide perhaps adjust the paragraph format to force a fixed line spacing. Also, the header for 6.1.1 does not have space below it, making it harder to recognize as a header. 
Reference 109 in the XML is unused it could be applied to 093C in the XML 
 
Minor Editorial (Devanagari and Gujarati):  There are some minor spelling fixes suggested in the attached marked up copies.   Note that some of the document-internal cross-references to various sections and tables show up as modified in change-tracking even though the text appears unchanged. (These changes should be reviewed they could be spurious).
