I have cursorily checked the LGR proposal. Below are my major observations which may require the changes in the xml also. Please verify/recheck at your end.

“ଌ U+0B0C ORIYA LETTER VOCALIC L”

3.1.2

“ଳ U+B33 ORIYA VOWEL  LETTER LLA
” should be replaced by
“ୡ U+B61 ORIYA LETTER VOCALIC LL”

4.1.2.4

Wrong character "ୢ" (U+0B62)  is referred as matra sign of Oriya LETTER VOCALIC RR"ୠ" (U+0B60). The character should be replace by ୄ U+0B44 ORIYA VOWEL SIGN VOCALIC RR

5.2

Equivalent matra of character 0B0C ଌ ORIYA LETTER VOCALIC L
may be included in the character repertoire set

5.2

According to section 4.1.2.4, 0B44             ୄ            ORIYA VOWEL SIGN VOCALIC RR
character should not be a part of character repertoire set.

Additionally there are many small changes that have been suggested in the document. The document is in the “track changes mode” and you can find my comments with name “ng”.
