[Neobrahmigp] IP Feedback on Devanagari: overlap check

Dear Dr. Sarmad,

I acknowledge receipt of the IP feedback. I am in process of 
understanding the same.

I do understand that integrating the Devanagari LGR in the common LGR is 
not a small feat. Given various kinds of LGR features used in building 
this, it is understandable. I would make sure we resolve all the 
problems that arise during this process reach the conclusion.

Will revert back as soon as I can on this.
