[Neobrahmigp] IP review of Oriya LGR 20181220

Dear all,

After reviewing the feedback from IP, the LGR proposal for Oriya has been
updated with the action points which are mentioned below.

The document Proposal-Oriya-LGR-20190211_Doc Ver 2.11.doc  and
Proposal-Oriya-LGR-20190211_Doc
Ver 2.11.pdf is now renamed as version 2.11 is attached in this email.


*IP Feedback:* (1) The .docx proposal would still benefit if the citation
of specific characters would* as much as possible *include the code point,
glyph and character name (especially, for example, in 3.6, 3.7, 3.8 and
3.9). This would make it much more easily read by non-Oriya reading people.

*Action Taken: *Updated the proposal with code point, glyph and character
name as much as possible (especially, for example, in 3.5, 3.6, 3.7, 3.8
and 3.9).

*IP Feedback:* (2)There is a missing space in the heading "10.3 Oriyaand
Telugu".

*Action Taken:* Updated a space in the heading "10.3 Oriya and Telugu".
This seems a technical issue. While converting from word to PDF, sometimes
spaces between words are not embedded in PDF version.

*IP Feedback:* This and many other instances of missing spaces and small
copy edits have been addressed by the suggested edits in the attached
document. The GP is encouraged to review and accept these or make
additional changes.

*Action Taken: *Updated missing spaces and small copy edits have been
addressed.

*IP Feedback:* (3)The discussion of variants vs. confusables could use some
small edits to align better with the terminology and explanation used
across the Root Zone LGR. (See attached document).

*Action Taken: *Accepted the small edits suggestion by IP.

*IP Feedback:* (4)Halant should be capitalized to match usage elsewhere.
(See attached document).

*Action Taken: *The LGR is now updated capitalized “H” in Halant.

*IP Feedback:* (5) Page 12, the fourth page of the Public Comments Feedback
for  ... Oriya, claims (in 3.4 and 3.6) that ISO 15919 is to be used for
lossless transliteration of the characters, but in fact the IPA seems to be
used everywhere for phonetic renderings, thus, for example, using j rather
than y.



*Action Taken: *ISO 15919 system is not used for transliteration of any
scripts in LGR proposal of NBGP for this purpose. Hence, the public
comments feedback doc

Further, I have added the following text after the first para in section 4,
as per the email from Dr Sarmad d*ated* 02-Feb-2019, s*ubject*:  Proposed
text for NBGP methodology after public comment (refer page no 09 and page
no 31)


The Oriya script LGR proposal was published for public comment to allow
those who had not participated in the NBGP to make their views known. The
NBGP analyzed all comments received to finalize the proposal. The analysis
of public comments can be accessed online given at [106].
