[Newgtld-input] Comments from CORE- OLd version (based on the Digital Archery proposal)

As explained in our previous post, we are also sending the proposal for amending Digital Archery that CORE prepared and circulated prior to the Prague Meeting. As there was no public comment forum available at that time, we submit it now, even if our current proposal is more compete.
