[Newgtld-input] Comment on new gTLD evaluation process

Please find below Key-Systems' comment on the further new gTLD evaluation process.

We have consulted with our clients and partners and would suggest to release the new TLDs as follows:

ICANN should sort the applications according to the chosen backend provider. This could save a lot of effort and time during the initial registry evaluation round, as applications using the same backend provider will include similar technical specifications.

The first batch should consist of:

- geoTLDs of public interest (regions, cities, IDNs)
=> Most (if not all) of those TLDs should not be contested as they require a unique letter of support by the governing authority.
The clearly defined communities the TLDs are meant for would benefit from this procedure. Furthermore this definition of a first batch would strengthen ICANN's international approach.

- undisputed single applications
=> This includes applicants who have filed for a string which does not have any contention set.

Strings with contentions should be placed in a second round if the applicants do not find a way to solve the situation within a given two week window.

All applicants should be given the right to opt-out of the first batch, as some of them may have plans to schedule a later TLD launch.
