[RDS-WHOIS2-CommInterface] Common Interface concerns raised by Compliance Subgroup

Common Interface subgroup,

The following problems with the common interface (whois.icann.org 
lookup tool) were raised during a compliance subgroup call last week, 
for your consideration:

(1) As a result of GDPR implementation, RR and Ry interpretations may 
result in different registration data returned by WHOIS for the same 
domain name (e.g., the Ry may redact data that the RR displays)

(2) Bulk data access has become less reliable (e.g., timeouts more 
frequent) [since GDPR implementation]

Volker, staff will include these as comments in the Common Interface 
subsection of the draft RT report to ensure they are discussed during our F2F.
