[RDS-WHOIS2-CommInterface] Common Interface concerns raised by Compliance Subgroup

While I do not necessarily disagree with (2), I would only feel 
comfortable with it being included if this conclusion is based on 
empiric (non anecdotal data). Does such data exist for us to review?
