I’m also thinking of extending this survey to cyber security community, e.g. CERTs, to make it more representative. My experience is that cyber security entities will be more frequent users of Whois service and more rely on it, as they don’t have jurisdiction to compel registrar/registry for information. In some cases they are the ones who do first line of enquiry of Whois, identify the potential suspects, and then the LEAs will follow up the investigation accordingly. In this context, what they have done is also LEAs’ need.
