[RDS-WHOIS2-Reports] Draft Subgroup Report (corrected)

Resending - this time with the correct title on the first page of the report!


Hi Lili,

As discussed, attached is a first draft report 
for the Rec 15-16 Plan & Annual Report subgroup, 
with Sections 1-2 populated using the subgroup's planning documents and wiki.

Sections 3-5 include a few guidance notes but 
have been left for subgroup members to complete.
