[RDS-WHOIS2-RT-Leadership_Staff] Mandate section of the Wiki

Jean-Baptiste, the error was mine in that due to 
the two bullets on the Wiki page being in reverse 
order, I didn't see the link to the original 
proposal. I have now fixed that. Jackie and I 
reset the Google-Doc link to point to this page, so all is ok.
